The following bills obey and defend United States and Wyoming constitutional provisions and thus are all CONSTITUTIONAL.  To fulfil their Oath of Office, all legislators should support these bills.  (Reviews for the following bills occur below the constitutional quotes.)

HB0069 Foreign adversary ownership or control of business entities.
HB0097 Property conveyances near critical infrastructure.
HB0224 Prohibiting foreign adversary property ownership.
HJ0002 Foreign adversaries-prohibited property ownership.

As stated in Wyoming State Constitution Article 1, Section 1, our WY Government was instituted for the peace, safety and happiness of its citizens. These essential purposes of government include protecting us from our enemies or foreign adversaries. The Wyoming State Constitution acknowledges our potential enemies, in Article 1, Section 26, and how no one should adhere to our enemies, nor give them aid or comfort – in fact any person/persons who does adhere to, or give aid and comfort to our enemies could be convicted of treason.

Article 1, Section 1
All power is inherent in the people, and all free governments are founded on their authority, and instituted for their peace, safety and happiness; for the advancement of these ends they have at all times an inalienable and indefeasible right to alter, reform or abolish the government in such manner as they may think proper.

Article 1, Section 26
Treason against the state shall consist only in levying war against it, or in adhering to its enemies, or in giving them aid and comfort. No person shall be convicted of treason unless on the testimony of two witnesses to the same overt act, or on confession in open court; nor shall any person be attained of treason by the legislature.

Likewise, our United States Constitution endeavors to “ensure domestic tranquility” (Preamble), and provide protection against enemies (Article 3, Section 3), and protection against invasions and domestic violence (Article 4, Section 4) among the states:

Article 3, Section 3
Treason against the United States, shall consist only in levying War against them, or in adhering to their Enemies, giving them Aid and Comfort. No Person shall be convicted of Treason unless on the Testimony of two Witnesses to the same overt Act, or on Confession in open Court. The Congress shall have power to declare the Punishment of Treason, but no Attainder of Treason shall work Corruption of Blood, or Forfeiture except during the Life of the Person attainted.

Article 4, Section 4
The United States shall guarantee to every State in this Union a Republican Form of Government, and shall protect each of them against Invasion; and on Application of the Legislature, or of the Executive (when the Legislature cannot be convened) against domestic Violence.

Today, our federally recognized enemies (foreign adversaries) include China, Cuba, Iran, North Korea, Russia and Venezuela.  Additionally, on Jan 20, 2025, President Donald J. Trump issued an Executive Order, Designating Cartels and Other Organizations as Foreign Terrorist Organizations and Specially Designated Global Terrorists.

A few recent examples that have occurred in or near Wyoming include Chinese companies that have been attempting to acquire land near military facilities and data centers, and a Venezuelan gang that has gained control of apartment complexes in Aurora, Colorado.  Additionally, there are many drug cartels that are flooding our country with drugs and sex trafficking.

HB0069 Foreign adversary ownership or control of business entities.
CONSTITUTIONAL
As of 2/11/25 there are no amendments to the bill.

HB0069 is necessary to authorize the WY Secretary of State to administratively dissolve a corporation owned or controlled by a foreign adversary, such as China, Iran, North Korea, Cuba, Russia and Venezuela.

HB0097 Property conveyances near critical infrastructure.
CONSTITUTIONAL
As of 2/11/25 there is one committee amendment to the bill.

HB0097 addresses national or state security.  This bill directs WY Homeland Security and the division of criminal investigation to investigate property conveyances by foreign adversaries within a five mile radius of critical infrastructure.

HB0224 Prohibiting foreign adversary property ownership.

HB0224 prohibits Unites States foreign adversaries (China, Cuba, Iran, North Korea, Russia and Venzuela) from purchasing or acquiring property in the state of Wyoming.

HJ0002 Foreign adversaries-prohibited property ownership.

HJ0002 creates a ballot initiative for Wyoming citizens to vote in the next election on whether our Wyoming State Constitution should be amended to read (in red):

Article 1, Section 29. Rights of aliens

(a) Except as provided in subsection (b) of this section, no distinction shall ever be made by law between resident aliens and citizens as to the possession, taxation, enjoyment and descent of property.

(b) Foreign adversaries of the United States that pose a threat to national security of the United States or the security and safety of the persons of the United States shall not be entitled to possession, enjoyment or descent of real property, including any interest in real property or real estate and any surface, subsurface, airspace or mineral interest in this state.
