Public Conduct
Conrad appeared to flout WY State Constitution Article 3, Section 46 – Interested member shall not vote in the face of all Wyomingites by consistently voting on bills that are conflicts of interests for him during 2023 legislative session.
Conrad should be abstaining from certain votes and abstaining from serving on certain legislative committees altogether. If Conrad were to properly recuse himself from all conflicts, as our WY State Constitution demands, his legislative service to his constituency in Uinta County would be both impaired and limited.

Conflicts
Conrad receives a (-) for Integrity because of significant conflicts of interest, which violate WY Constitution Article 3, Section 46.
Conrad serves on the Board of Directors for the Wyoming Economic Development Association (WEDA) who state they are “a statewide nonprofit professional association”. The WY State Auditor’s Transparency Platform (WyOpen.gov – Wyoming’s online checkbook), shows that the Wyoming Economic Development Association receives money regularly from the Wyoming Business Council (WEDA received $30,348.25 in 2022; received up to $19,870.93 as of July 13, 2023.)
Unlike Conrad, directors/members of non-profit corporations do not have the advantage (benefit) of sponsoring/voting on bills that advances and appropriates money to their grantors. Thus, Conrad sponsoring and/or voting on any bill that benefits or appropriates money to the Wyoming Business Council would be a conflict of interest per WY State Constitution Article 3, Section 46 Interested member shall not vote as well as WY State Statute 9-13-106. Conrad also serves as a commissioner on the Uinta County Economic Development Commission. The Wyoming Business Council (WBC) also appropriates funds to the Uinta County Treasurer ($31, 273 for 2019; $16,999 for 2018). Additionally, the Uinta County Economic Development Commission is also involved in the IMPACT 307/Uinta County Start-up Challenge which is supported (monetarily and professionally) by UW and the WBC. Conrad again has a conflict for voting on bills that advances and appropriates money to the WBC, and any bill that supports the University of Wyoming’s business entrepreneur and business incubator efforts.
Conrad has additional conflicts in regards to his occupation and membership on additional boards (Wyoming Mining Association; Essential Minerals Association North America).
