Conflicts

Because of her employment as Rawlins Downtown Development Authority Executive Director Pamela Thayer has a conflict of interest from voting on any bills that benefit the Wyoming Business Council (WBC).  The Rawlins Downtown Development Authority is part of the Wyoming Main Street program.  The Wyoming Main Street program was created by WY State Statutes 9-12-1101 to 9-12-1105.  According to the Wyoming Business Council, the Wyoming Main Street program is *a coordinating program of Main Street America and the Wyoming Business Council.  (On a national level, Main Street America is tied to the National Trust of Historic Preservation.)  The Wyoming Business Council is a corporate agency of the State of Wyoming (created by WY State Statutes Title 9, Article 12) that oversees economic development, and thus receives and awards an extensive amount of money.

1) In our opinion, in addition to any standalone bills for the WBC, this also includes voting on any budget and supplemental budget bill that appropriates $$ to the WBC.  In 2025 Thayer voted to appropriate $79,800,328.00 to the WBC.

2) Additionally Thayer serves as the Chair of the Services Standing Committee of the WBC.

3) Potential conflicts exist with Thayer’s husband, Scott Thayer, serving on the Wyoming School Facilities Commission.
