SummaryRepresentationCompetenceIntegrityMore Data

Ed Cooper is a WY Senator that has served from 2021 to the present for Big Horn, Fremont, Hot Springs, Park, Washakie Counties in Senate District 20.

He is up for reelection in 2028.

– – –

For 2025 Cooper received a negative score for all three categories of Representation, Competence and Integrity.  He thus received the final ranking of Low Trust.

“I’m pretty straight up. I believe in the premise of ‘tell me what you can do and then do what you tell me.’ I believe in strong families. I think we have to strive to protect Wyoming way of life, our environment and our livelihoods in a common sense and reasonable fashion.”

2023

– – –

For 2023 Cooper received a negative score for all three categories of Representation, Competence and Integrity and therefore has been ranked as Low Trust.

2025

Overall Cooper earned a negative score () for Representation for the Public Conduct detailed below.

Attendance

In keeping with our grading system, a legislator had to be present and vote on all bills for any 33 days in the 2025 General Session. If a legislator missed any votes on 5 or more days, they receive a negative (-) score.  Cooper missed 4 votes across 3 days.

1/27/25: Minerals committee vote on SF0097;
2/5/25: Minerals committee vote on SF0179;
2/21/25: Committee of the Whole votes on HB0189; HB0221.

Public Conduct

Via SF0087, in 2025, Cooper chose to represent business entities instead of the Big Horn, Fremont, Hot Springs, Park, and Washakie county citizens who elected him.  Fortunately this bill was never heard in committee and thus failed the 2025 legislative process.  See Integrity tab for details.

Additionally: At the July 2025 Minerals Interim Committee meeting many Bar Nunn residents attended to voice their opposition to Radiant Industries intention to storing spent nuclear fuel on-site in their neighborhood and their concerns on how that might endanger their children’s health.  After many of these comments made by Bar Nunn residents Cooper asked them if they considered if it might be “their patriotic duty”.

This question by Cooper was inappropriate and manipulative.  The plan for Radiant Industries to locate their manufacturing facility at Bar Nunn was not based on security issues but on economic development desires being heavily pushed by the Joint Minerals, Business & Economic Development interim committee on the Barr Nunn community.  Instead of just listening while the public expressed their thoughts and opinions, Cooper asked residents to prioritize their health concerns for their family against their commitment and love of country.

Bill Sponsorship

In 2025 Cooper was the primary sponsor of five bills:  School district vehicles-flashing lights authorized; Enhanced concealed carry in school zones; Prescriptive easement for electricity delivery; Voyeurism-sex offender registration amendment; Advanced nuclear reactor manufacturers-fuel storage.

Committee Assignments

In 2025 Cooper served on the following committees: Senate Minerals; Senate Transportation; and the Select Natural Resource Funding Committee.

2023

Overall, Cooper earns a () for Representation for flouting WY Constitutional law.

Attendance

It appears that Cooper missed the concurrence vote for HB64 on 3/3/23 in 2023 General Session.

Public Conduct

Cooper appears to flout WY State Constitution Article 3, Section 46 – Interested member shall not vote in the face of all Wyomingites by consistently voting on energy related bills that conflict with his self-employment as an Oil and Gas Consultant.

Sponsorship History

In 2023 Cooper was the primary sponsor of 4 bills, and he co-sponsored 23 bills and 3 joint resolutions. Favored sponsorship topics appear to be education and energy. For more on Cooper see his legislator webpage.

2025

Cooper has received a negative ( ) score for Integrity for co-sponsoring SF0087 – Prescriptive easement for electricity delivery.

  • SF0087 is unconstitutional because it is in direct opposition to the private property rights of Wyoming citizens
  • SF0087 promotes and supports business taking adverse possession of privately owned land
  • Separate from the eminent domain process, SF0087 would have created a second avenue for the taking of private land

This bill is morally repugnant  – lawmakers elected by citizens chose to use their office to represent business and oppose the private property rights of their constituents as well as all Wyoming citizens.

Citizens are strongly encouraged to look through Senator Cooper’s campaign contributions below to consider what business entities he may have been representing by cosponsoring SF0087.

Conflicts

Cooper has scored a () for Integrity.

Ed Cooper has served on the Senate Minerals, Business & Economic Development since his 2021 election and also the 2023-Energy Council – at the same time he is self-employed as an Oil and Gas Consultant.  We believe this is a blatant conflict of interest.  Additionally, this conflict could easily facilitate violation of:

WY State Statute 9-13-105. Misuse of office (c):

(c) A public official, public employee or public member shall not disseminate to another person official information which the public official, public employee or public member obtains through or in connection with his position, unless the information is available to the general public or unless the dissemination is authorized by law.

Employment/Income

At his legislative webpage Cooper lists his occupation as Self Employed Oil and Gas Consultant.

According to Ed Cooper’s 2023 State Elected Officials Financial Disclosure made available at Wyofile, Cooper reports the following:

  • President of Ed Cooper Consulting, Inc. (Ten Sleep, WY)
  • Member of Cooper Land & Livestock, LLC (Ten Sleep, WY)

Memberships/Civic Organizations

None found.

Campaign Contributions

In 2020 Cooper received 29 contributions that total approximately $27,100.  Of the 29 donations, approximately 15 were from PACs &/or Campaign Committees.  The total amount received from PACS &/or Campaign Committees was approximately $16,600, which is approximately 61% of all contributions.

Noteworthy PAC contributions are:

  • $5,000 from Wyoming Hope (RINO donor)
  • $500 from Devon Energy Corporation (ESG compliant energy company)
