Trey Sherwood is the Director of Laramie Main Street Alliance – a part of the Wyoming Main Street program.  The Wyoming Main Street program was created by WY State Statutes 9-12-1101 to 9-12-1105.  According to the Wyoming Business Council, the Wyoming Main Street program is *a coordinating program of Main Street America and the Wyoming Business Council.  (On a national level, Main Street America is tied to the National Trust of Historic Preservation.)  The Wyoming Business Council is a corporate agency of the State of Wyoming (created by WY State Statutes Title 9, Article 12) that oversees economic development, and thus receives and awards an extensive amount of money.

Laramie Main Street Alliance is registered as a Nonprofit Corporation with the WY Secretary of State.

WY State Auditor’s Transparency Platform (WyOpen.gov – Wyoming’s online checkbook), shows that Laramie Main Street Alliance has received at least $60,745 in Wyoming Business Council grants since Jan 2020.

Unlike Sherwood, directors/members of non-profit corporations do not have the privilege of sponsoring/voting on laws that benefits or appropriates money to their grantors.  Thus, Sherwood sponsoring and/or voting on any bill that benefits or appropriates money to the Wyoming Business Council would be a conflict of interest per WY State Constitution Article 3, Section 46 Interested member shall not vote and WY State Statute 9-13-106. • 2023 – HB0001 General Government Appropriations bill appropriated $80,885,457 to the Wyoming Business Council (page 47 of 2023 House Enrolled Act 37).
• 2023 – HB0195/HEA91 – American rescue plan act appropriations- amendments.
  Appropriates funds to the Wyoming Business Council…
• 2023 – HB0214 General regulatory sandbox program. (Sherwood was Cosponsor)
  Wyoming Business Council, along with State Land and Investment Board, promulgates rules for this act.

  Authorizes the Wyoming Business council to identify Wyoming economic development zones and to assist with applications for federal economic development district identification…

*Furthermore, Laramie Main Street Alliance receiving funds from Wyoming Business Council likely violates WY State Constitution Article 3, Section 36 – Prohibited appropriations because they do not appear to be “under the absolute control of the state”.
